A woman who helped her "lover" to kill her husband was sentenced to 10 years imprisonment Wednesday, December 1, in a St. Tammany Parish, Louisiana courtroom. Kendra Talley, a 30 year old mother of an eight year old son, was sentenced to the decade long term after pleading guilty to 2nd degree manslaughter and crystal meth posession last month. Judge Peter Garcia presided over her trial. The "lover," Tommy D. Rowell Sr., is serving a mandatory life without parole sentence for 2nd degree murder.
The deadly night of Dec. 11, 2004, started when Kendra Talley left her home wearing a sweater, a T-shirt and jeans. Her husband stayed home to recover from surgery to remove his wisdom teeth.
Kendra Talley later met up with Rowell and slipped into a blouse, black miniskirt and knee-high boots, and they drove together to the French Quarter to feast on crystal meth, marijuana and potent "hand grenade" drinks, according to witness testimony from Rowell's trial.
They spent most of the evening and morning with friends at a Bourbon Street bar. There, Rowell and Talley argued after Talley gave Carnival beads to another man and flashed him by lifting her leg onto a railing, friends at the bar testified.
Finally, as the sun rose during their journey back across the Lake Pontchartrain Causeway, Kendra Talley told Rowell that her husband had raped her.
Rowell took Kendra Talley to her home at 108 Gratitude Drive. He honked his horn. Thomas Talley, who had been taking pain medication, stepped outside, wearing only his pajamas. Rowell drew a gun and shot the husband six times, twice point-blank to the head.
Rowell met Kendra when she was 15 and he was 27, meeting through her parents.
David Talley, the victim's brother said through his victim impact statement that the killing robbed the victim of family bonding time, including watching his son grow up. "I know my brother would like to take his son fishing, but he can't - because his life was taken by a selfish act....Zachary's birthdays, Thanksgiving, Christmas, Easter," he said. "The saddest thing in my life was seeing my little brother in his casket . . . all because of bad choices that were made."
Defense attorney Kevin McNary asked Judge Garcia to take into account the single parenting of his client and Zachary's high grades in school. He said his client was not the same person she was "when she was 24," completing a drug rehabilitation program.
Judge Garcia, focusing on the killing, told Talley, "You had a high degree of responsibility," sentencing her to the maximum possible in the plea deal.

Man chokes baby's mama, released on $5000 bond
A suburban New Orleans man was charged with strangling the mother of his child in front of the child. 35 year old Oscar Moya was charged with domestic abuse by strangulation and disturbing the peace by drunkenness after police were called to their Kenner, LA house.
The responding officer saw the victim and her daughter standing on the side of the road, crying. The red marks and scratches found on the woman were consistent with strangling, according to the responding officer. Moya was yelling and reeking of alcohol, according to Kenner police. Moya was released on $5000 bond Tuesday, September 15.

Aggravated Louisiana rapist sentenced to life without parole
Gregory Jones, 21, of Mansfield, LA, Desoto Parish, was sentenced to mandatory life without parole for beating and raping his ex-girlfriend in front of her child, after his conviction in April. That child, a 4 year old girl, her grandmother (the victim's mother), and the victim's grandmother was in court for the sentencing Thursday, June 19.
Assistant District Attorney Brian Barber said the victim and her daughter were in their apartment in Mansfield last year when Jones came in. The woman told the little girl not to look as she was beaten, then taken to the next room and raped, Barber said.
The woman was hospitalized after the attack, Barber said. Jones had denied beating the woman and said the sex was consensual. He did not speak during today's sentencing.
The victim's second child, four weeks old at the time of the rape, was still in the hospital because of premature birth.

25 year old Shreveport man charged with video voyeurism
Douglas Chandler, 25, of Shreveport, LA, has been charged with 2 counts of video voyeurism as of May 30. Police expect more charges after a female told police that their sexual encounter had been filmed.
Even though Chandler was charged with two counts of video voyeurism, there are four victims which are known, and there are more tapes of the sexual encounters which have been believed to have been created than the tape seized.

Female sub charged with seeting up relationship with 18 year old student
A 27 year old Oil City, LA woman was arrested for having sex with an 18 year old student while serving as his substitute teacher. She was also charged with having a 16 year old student set up the sexual relationship with the 18 year old and telling the teenage girl about the sexual acts.
Caddo Sheriff Steve Prator said Monica Michelle Martin, 27, of Oil City, was booked into Caddo Correctional Center for prohibited sexual conduct between an educator and a student and contributing to the delinquency of a minor. Martin is accused of having a sexual relationship with an 18-year-old student whom she met while working as a substitute at North Caddo High School in Vivian. Their relationship started around March and continued until recently, said Detective Robert Greer, who investigated the case.
During the relationship, the two would meet at Martin's apartment, a Bossier City motel and at other locations. Martin also purchased the teenager a phone so they could communicate and paid a parking ticket issued to him, investigators said.
Martin was arrested and taken to the Caddo Correctional Center, but bonded out after posting $1641.50, according to desk personnel. According to officials, she did not realize she was committing a crime. According to Prator, "She said she thought it was ok because the person was eighteen."
It wasn't, because a law passed last year prohibits sex between High School students and teachers when the student is under 20. First-offense prohibited sexual conduct between an educator and a student is punishable by 6 months in jail and a $1000 fine, and contributing to the delinquency of a minor through a lewd or immoral act is 2 years in prison and a $1000 fine.

Online date turns to rape in New Orleans
Christopher Eugene Patterson, a 34 year old Ocean Springs, MS man, was charged with raping a woman he met online after taking her to New Orleans. The woman, from D'Iberville, was assaulted after she met Patterson in person.
Sheriff's Maj. Randy Cook said the victim, age 34, drove her car to Bay St. Louis and rode to New Orleans with Patterson, where the assault occurred. The woman was taken back to her car and drove herself to Biloxi Regional Medical Center on April 2.
"This woman should be counting her blessings that she's alive," Cook said.
Local investigators contacted New Orleans police, who obtained arrest warrants for Patterson on charges of aggravated rape, oral sexual battery and simple criminal damage.
Sheriff's officials said the woman has been released from the hospital.
"She met the defendant on the Internet and felt comfortable meeting him in person," said Cook. "It seems a lot of people meet online and have successful relationships, but it's a lot safer to have another person present for that first meeting. Having a cell phone with you won't do you any good if it turns bad."

Louisiana parish deputy accused of rape, domestic violence

A St. John The Baptist Parish sheriff's deputy is facing charges of aggravated rape, forcible rape, sexual battery, simple battery and malfeasance in office for the alleged sexual assaults of several women and domestic violence against his girlfriend.
One of the women, Lisa St. Martin, 30, of LaPlace, who claimed Schaeffer tried to sexually assault her behind the parish jail last year, said a grand jury subpoenaed her to testify against him.
According to the New Orleans Times Picayune's Grand jury considers rape case against ex-deputy:
Grand jury proceedings are private, but several people close to the investigation confirmed that a panel was hearing testimony on the case Monday. Schaeffer, a 16-year veteran with the Sheriff's Office, was fired Oct. 17 for "unbecoming conduct," Sheriff Wayne L. Jones said.
Another woman, Tracey Mutz, a former girlfriend of Schaeffer's who claims Jones did not take her accusations of domestic violence seriously, said Schaeffer was indicted late Monday evening.
Mutz said an attorney from the state's attorney general office held a meeting with her and the other women and told them that Schaeffer was being taken into custody. Mutz said they were told that Schaeffer will be charged with aggravated rape, attempted sexual battery and second-degree battery and held in lieu of $235,000 bond.
A spokeswoman from the attorney general's office said Monday that she did not know whether Schaeffer was indicted because the office closed Monday for the inauguration of Attorney General James "Buddy" Caldwell. Schaeffer and Jones could not be reached for comment.
The allegations by Mutz triggered an investigation by the Louisiana state police, and another woman linked to Schaffer's complaint was found. Schaffer failed ppolygraph tests related to both incidents, and was originally placed on paid leave. A week later, he was fired. District Attorney John Crum recused him self, and the State Attorney's Office will be in charge of the investigation.
"It's very emotional," Mutz said of the news of the indictment. "I can't even explain the way I feel; I'm sad but I'm relieved -- he won't be able to hurt anyone else. It's hopefully the beginning of the end.

Schaeffer's bond was raised to $335,000 after being considered a flight risk by State District Judge J. Sterling Snowdy, and Snowdy issued a no-contact order on behalf of the women. Patrols around their homes were increased.
State Police and St. John deputies arrested Schaeffer on Monday. According to the indictment, Schaeffer is charged with one count of aggravated rape in connection with a November 2005 incident that involved Mutz, and one count of second-degree battery in connection with a May 2006 incident that involved Mutz. Mutz has said Schaeffer repeatedly hit her during their two-year relationship, beginning in July 2004. She alleges that he broke her hip, raped her at gunpoint and threatened to kill her.
Jones said Schaeffer was placed in a cell apart from the rest of the prison population.
As a safety precaution, plans were in the works Tuesday to transfer Schaeffer to another facility so he would not be incarnated with people he may have arrested, Jones said.
When asked what the mood was in the department after news of Schaeffer's arrest, Jones said employees were mostly surprised.
