Washington policeman's shamful searches of Asian women lands him on SO registry

Tribal Police spokesman John Wymer said Howlett resigned shortly after his arrest and confession to Tacoma police.
“The Puyallup tribe does not tolerate this behavior in any way shape or form,” he said.
Three women told police Howlett had pulled them over near Portland Avenue and Interstate 5. One said she had been handcuffed. All were released without being charged with a crime.
One of the victims told investigators that after pulling her over, Howlett told her he needed to check her for weapons, court records say. He then unzipped her jacket, pulled her shirt away from her body and shined his flashlight on her so he could see her breasts. He also looked down the front and back of her sweatpants. The woman told a friend, who claimed the same thing had happened to her twice, court records say.
All victims were Asian and Howlett told Tacoma police that “he likes Asian females and has fantasies about them,” the documents say. “He stated that he needed help.”
Although Howlett confessed to “peeking” at women two to three times a week for a year, media attention in 2006 did not lead any additional women to come forward beyond the three initial victims, [Prosecutor John]Sheeran said.
It is unknown when Howlett will be sentenced.
Washington State prison guard sentenced for "consensual" sex with inmate

[Terry Michael]Mikelson pleaded guilty in October to one count of custodial sexual assault. He admitted in court documents that he had sex with the woman in June 2006 while she was incarcerated at the women’s prison in Purdy.
The consensual liaison took place in a property storage room at the prison, according to court records. Mikelson told the woman he’d grant her special privileges if she had sex with him, the records state.
“She did allow him to have sex with her, but afterwards she felt violated,” according to the records.
The woman saved evidence of the sexual activity and later turned it over to authorities.
Mikelson resigned in January 2007 after a nearly eight-year career with the Corrections Department, agency spokesman Chad Lewis said. The woman served her time and was released, Lewis added.
Mikelson’s sentencing came less than a month after corrections officials held a news conference to report that seven male workers were sent home on paid leave after a four-month investigation into allegations of sexual assault at the women’s prison.
Four women claimed they were coerced into sex or fondled by seven correctional officers, and there has been a lawsuit filed on behalf of abused female inmates.

Irish study documents prevalence of sexual violence

Prevalence of Sexual Violence
Child Sexual Abuse (defined as sexual abuse of children and adolescents under age 17 years)
• Girls: One in five women (20.4 per cent) reported experiencing contact sexual abuse in childhood with a further one in ten (10.0 per cent) reporting non-contact sexual abuse. In over a quarter of cases of contact abuse (i.e. 5.6 per cent of all girls), the abuse involved penetrative sex — either vaginal, anal or oral sex.
• Boys: One in six men (16.2 per cent) reported experiencing contact sexual abuse in childhood with a further one in four-teen (7.4 per cent) reporting non-contact sexual abuse. In one of every six cases of contact abuse (i.e. 2.7 per cent of all boys), the abuse involved penetrative sex — either anal or oral sex.
Adult Sexual Assault (defined as sexual violence against women or men aged 17 years and above)
• Women: One in five women (20.4 per cent) reported experiencing contact sexual assault as adults with a further one in twenty (5.1 per cent) reporting unwanted non-contact sexual experiences. Over a quarter of cases of contact abuse in adult-hood (i.e. 6.1 per cent of all women) involved penetrative sex.
• Men: One in ten men (9.7 per cent) reported experiencing con-tact sexual assault as adults with a further 2.7 per cent reporting unwanted non-contact sexual experiences. One in ten cases of contact abuse in adulthood (i.e. 0.9 per cent of all men) involved penetrative sex.
Lifetime Experience of Sexual Abuse and Assault
• Women: More than four in ten (42 per cent) of women reported some form of sexual abuse or assault in their lifetime. The most serious form of abuse, penetrative abuse, was experienced by 10 per cent of women. Attempted penetration or contact abuse was experienced by 21 per cent, with a further 10 per cent experiencing non-contact abuse.
• Men: Over a quarter of men (28 per cent) reported some form of sexual abuse or assault in their lifetime. Penetrative abuse was experienced by 3 per cent of men. Attempted penetration or contact abuse was experienced by 18 per cent, with a further 7 per cent experiencing non-contact abuse.
Characteristics of Sexual Abuse and Violence in Childhood and Adulthood
• Overall, almost one-third of women and a quarter of men re-ported some level of sexual abuse in childhood. Attempted or actual penetrative sex was experienced by 7.6 per cent of girls and 4.2 per cent of boys. Equivalent rape or attempted rape.
Figures in adulthood were 7.4 per cent for women and 1.5 per cent for men. Hence, girls and women were more likely to be subjected to serious sexual crimes than boys and men. Levels of serious sexual crimes committed against women remained similar from childhood through adulthood. Risks for men were lower as children than they were for women and de-creased three-fold from childhood to adult life.
• Of those disclosing abuse, over one-quarter (27.7 per cent) of women and one-fifth (19.5 per cent) of men were abused by different perpetrators as both children and adults (i.e. "revictimised"). For women, experiencing penetrative sexual abuse in childhood was associated with a sixteen-fold increase in risk of adult penetrative sexual abuse, and with a five-fold increase in risk of adult contact sexual violence. For men, experiencing penetrative sexual abuse in childhood was associated with a sixteen-fold increase in the risk of adult penetrative sexual violence, and an approximately twelve-fold increase in the risk of adult contact sexual violence. It is not possible to say that childhood abuse "causes" adult revictimisation. Childhood sexual abuse is, however, an important marker of increased risk of adult sexual violence.
• Most sexual abuse in childhood and adolescence occurred in the pre-pubescent period, with two-thirds (67 per cent) of abused girls and 62 per cent of abused boys having experienced abuse by twelve years of age.
• In four of ten cases (40 per cent), the experience of child sexual abuse was an ongoing, rather than a single, abuse event. For many of those who experienced ongoing abuse (58 per cent of girls and 42 per cent of boys), the duration of abuse was longer than one year.
• A third (36 per cent) of those who had experienced sexual abuse as a child now believe that their abuser was also abusing other children at the time.
Cop scheduled to stand trial for rape
Hamilton County Common Pleas Court, which includes Cincinnati, is scheduled to hear the case of William Simpson, 47, a former police officer, who instead of protecting a woman from an abusive husband, stands trial on charges of rape and sexual battery from an incident October 3, 2006.

The former boyfriend had broken into her home, assaulted her and run off, according to prosecutors.
Simpson said he needed to take pictures of her injuries, prosecutors have said. The woman asked Simpson if a female officer could take the pictures or if she could take them herself, but he refused and took the photos, making sexual advances toward her, prosecutors have said. He is accused of holding her down and raping her three times, according to prosecutors.
Simpson faces 31 years in prison. In Ohio, inmates serve every day of their sentences, and there is no 50%, or even 85% time. Bad cops, even when not sex offenders, and sex offenders, even when they don't molest kids, don't have the best reputations in prison if they are convicted.

Officer faces 5th degree CSC charges for groping woman
The West-Central Tribune has more in their Atwater cop makes 1st appearance on criminal sex charges:
Paul Reed Schmidt, 34, of Atwater, was released on his personal recognizance with the condition that he have no contact with the alleged victim. His next court appearance is March 6 before District Judge David L. Mennis.
During the hearing, Schmidt answered the judge’s questions with one-word answers. No plea is entered at this point in the process. Schmidt is represented by Julius Nolen, who is a former Hennepin County attorney.
Michael J. Lieberg, the Stearns County assistant county attorney serving as a special Kandiyohi County attorney on the case, made no bail request and asked only that Schmidt be ordered to have no contact with the woman.
Two misdemeanor 5th degree CSC (criminal sexual conduct) charges were filed against Schmidt, who has been placed on unpaid leave pending the resolution of the charges. Schmidt violated city policy by having an unauthorized person (the victim) riding in his squad car.
According to the complaint, the woman contacted the Kandiyohi County Sheriff’s Office to report a sexual assault. The woman told a detective that she was a ride-along participant with Schmidt, who is a licensed peace officer and was on duty at the time.
During the ride-along, in the early morning hours of Oct. 16, Schmidt took her to the Atwater Police Department. They watched video clips on a city computer. The woman said when she got up to move away from Schmidt, he tackled and restrained her and made a sexual request of her.
The allegations also state that Schmidt groped the woman’s chest and genitals through her clothing, then pulled her to him and kissed her several times.
According to the complaint, Paul Schmidt told the detective in a statement that some “wrestling” took place at the Police Department and that he grabbed the victim’s breast “by accident.” He did not remember grabbing her genital area.

Man unlawfully imprisons woman after she refuses to have sex with him
Local Man Charged In Kidnapping, Assault Of Woman, is the story from the Athens News-Courier:
Athens Police arrested Kirby after a friend of the 28-year-old victim reported that he was holding the woman inside his home and would not let her go, said Athens Police Capt. Marty Bruce.
“The victim and another female were visiting Kirby’s residence when Kirby asked the victim to go upstairs,” Bruce said. “The victim stated that Kirby gave her $100 and told her it was for sex.
“She said she refused to accept the money and refused to have sex with him. She said Kirby then pulled a knife and would not let her leave his house.”
After police were called, they came to the house, arrested Kirby and found the victim upstairs and unharmed. Kirby was released after posting $7500 bond.
Suspect in rape of ex-girlfriend ordered bound for trial

According to prosecutors, on June 15, Carter attended a party with a woman with whom he had broken up the previous month but had remained friends. After the event, he drove her home to Foster City and asked to sleep on her couch because he was too drunk to drive, she told police. After a half hour, she reported, Carter entered her bedroom and forcibly raped her.
Foster City police arrested Carter but he was released from jail after posting bail. After learning of 1990 convictions and prison sentence for rape and sexual penetration with a foreign object out of San Francisco County, investigators received a no-bail arrest warrant in August.
Police also learned he failed to register in Contra Costa County as a sex offender, according to Foster City police at the time of his early September arrest.
The judge, which is unnamed, found sufficient evidence for Carter to be held (without bail) on the charges. He will be back in court January 18 to enter a plea and for setting of his trial date.
Women sexually assault NC football players, accomplice attempts to rob them

Police charged 2 women with sexually assaulting 3 football players from the University of North Carolina on December 16th. A male accomplice was charged with attempting to rob the same players.
The arrested are Tnika Monta Washington, 29, of Durham, Monique Jenice Taylor, 28, of Greenville and Michael Troy Lewis, 32, of Durham. Bail for all three was set initially at $500,000, but Washington's and Taylor's bails were reduced Thursday to $50,000. Lewis' remained at $500,000.
Taylor was charged with resisting a public officer, three counts of first-degree kidnapping, three counts of felony conspiracy, and three counts of first-degree sex offense. Washington's charges were the same, but included just one count of first-degree sex offense, according to court records.
Lewis was charged with three counts each of kidnapping, conspiracy, and attempted felony larceny, and two counts each of robbery with a dangerous weapon and assault on a government official, and one count of resisting an officer.
According to police, the three football players were out drinking and celebrating a birthday at a bar when they met the suspects, who gave the UNC students a ride home. The students invited the suspect trio up to their apartment. The women initially had consensual sexual contact with two of the football players, who then asked to stop. After the players decided they did not want to be touched anymore by the women, the women took things into their own hands.
Taylor and Washington began punching him in the head, Whitney said. In one account given in court Thursday, one player said Lewis stood naked with a butcher knife at his neck, that the player's pants were pulled off and that someone tried to tie his hands with a belt.
When the player protested, Lewis told him "he needed to chill out," Whitney said. Lewis pressed the knife closer to his neck while Taylor fondled him, Whitney said.
Defense attorneys Susan Seahorn and Glenn Gerding both said the sexual activity appeared to have been consensual.
Lewis is accused of taking the contents of two wallets valued at $100, and trying to take $3,000 worth of computer and entertainment equipment. He is accused also of biting a police officer in the groin and pushing him down stairs to elude arrest Sunday, according to arrest warrants.
Lawyers for the two women tried to emphasize their family ties to the Marines.
Seahorn, who represents Washington, said her client has five children and is married but separated from a man who is in the Marines. Gerding said his client, Taylor, is from Pitt County and that her father is a retired sergeant in the Marines.
Both appeared in court via closed-circuit television from jail. When Taylor heard that her bail had been reduced to $50,000, she said, "Oh, thank you, Jesus."
In a news release, UNC coach Butch Davis said, "I am relieved that the players were not injured. We will assist them in any way we can." The players and their parents could not be reached for comments at this time.
(Update 1-5-07) All felony charges have been dropped against Tnikia Washington at this time. However, the investigation is still ongoing, and the player that has accused Washington of sexually assaulting him has not been interviewed by the district attorney's office. It is possible that Washington could be re-indicted February 4. At the probable cause hearing, Judge Alonzo Coleman found there is enough evidence against the other two suspects, Monique Taylor and Michael Lewis for their charges to remain pending.
Macon police officer accused of sexual coercion fired
Macon.com, "Macon police fire investigator," has more.
"Enders has been terminated effective today," said police spokeswoman Sgt. Melanie Hofmann. Avery said Enders still has 30 days to appeal to the city's Human Resources Department for a hearing before an administrative law judge.
A police report says that Enders solicited sex from the initial victim and coerced another woman to take of her clothes by promising not to jail her. A victim initially went to the Georgia Bureau Of Investigation (GBI), but the case was transferred back to Macon police.
Later in the day, another one of the women under suspicion met with Enders at his office. While being questioned by Enders, the woman complained that she felt she wasn't free to leave, according to the report. At one point in the conversation, Enders told the woman that he "could make things disappear if something could be done for him."
When other officers later interviewed the woman about the conversation, she said she had asked Enders what he meant and "having sex with him" was mentioned, according to the report. She told officers that Enders called her repeatedly later that evening, and she did have sex with him at her apartment "because she did not want to go to jail."
A third woman being investigatedtold officers that Enders made her take off her clothes in his office with the lights out after stating that he could make her case go away, according to the report. While disrobed, the woman told officers that Enders saw the woman's sister drive into the parking lot outside the police department, and he told her to put on her clothes, leave and not tell her sister what had happened, according to the report.
After the interview, the woman told officers Enders repeatedly called her "wanting to get together," according to the report. Officers outfitted the third woman with a wire after launching an investigation into Enders' alleged activities Dec. 26. They were listening when Enders met with the woman at Applebee's on Riverside Drive. After listening to the conversation and observing Enders, officers arrested Enders.
Officers took towels from the second woman's apartment into evidence, according to the report.
Enders was hired back in 2003 as a bike patrolman, and trasnfereed to a property crimes investigator in 2006. There were no disiplinary actions in his file at the time of arrest.

Ex-CSU employee charged in sexual assaults on college coeds
The Ft. Collins, CO Coloradan has more in their story Samuel Kase White, accused in sex assaults near CSU, faces more charges.
Prosecutors Thursday filed one charge of felony burglary and one count of misdemeanor unlawful sexual contact against [Samuel Kase]White. The burglary charge stems from an alleged September 29 burglary and the unlawful sexual contact stems from an alleged October 10 event.
Prosecutor Emily Humphries said a different victim in involved in each charge. White, 30, already faces two counts of sexual assault and one count of burglary in connection with an August 29 incident, as well as three counts of sexual assault and two counts of burglary in connection with two sexual assaults that occurred September 28.
White was scheduled for a preliminary hearing on the charges, but his attorney requested more time because of the new charges and preliminary investigation, schedules to wrap up at the end of the month.

On Sept. 28 at a home in the 1100 block of Westward Drive, a man sexually assaulted a 21-year-old woman as she slept. When she awoke about 4 a.m. and confronted him, he ran out the front door, Davis said. A short time later, in the 1800 block of Broadview Place between 4 and 5 a.m., a 21-year-old woman awoke to find a man tugging on her pants. She yelled, and he fled, Davis said.
White was previously arrested Dec. 2 on counts of trespassing and harassment after allegedly window-peeping at a residence on East Laurel Street, Davis said. He also had been arrested Sept. 8 in a window-peeping incident on East Plum Street.
CSU, which required background checks only on sensitive employees such as child-care workers, is now requiring background checks on all workers. White was hired as a personnel assistant, and had access to information about students, though it is unknown if he had access to victim info. He was a student who took an upper-level business course.
Repeat sex offender convicted of assaulting neighbor
Patrick Ludwig, a repeat sex offender, has been convicted of sexually assaulting his neighbor in Waterford, Conneticut.
According to the article from the The Day:
Ludwig, 37, pleaded guilty to third-degree sexual assault and tampering with a witness. He is to be sentenced Jan. 3 to six years in prison, suspended after three years, and 10 years probation. Ludwig, who had been convicted previously of a sex offense, will have to register as a sex offender for the rest of his life.
Judge Susan B. Handy placed him on house arrest until his sentencing and ordered that he be monitored electronically. Ludwig and his attorney, Linda Sullivan, had no comment on the plea.
The victim requested the plea agreement, and was present with her sister to discuss the deal. She still lives in a condo next to Ludwig's current, soon to be former residence.
"They wanted the certainty of a conviction given the unique proximity with which she lives to him," [Prosecutor John P. Gravalec]Pannone said.
(Update 1-4-08):
Ludwig was sentenced to 3 years is prison and ordered to register as a sex offender for life. There are more details regarding the sexual assault and witness tampering Ludwig committed.
The victim told police that Ludwig came to her apartment to help her with a heating problem, then forced her into her bedroom and raped her with her 2-year-old daughter in the home.
“This is the first case I've had in the 20 years of doing this that the sex assault victim and the assailant literally live next door to each other,” said Gravalec-Pannone.
While Ludwig raped her, the victim was thinking about her sister, who was raped and murdered in South Carolina back in 1991. She called her other sister after the attack, who looked up Ludwig's name on the sex offender registry. Ludwig has a previous conviction of 2nd degree sexual assault against a then 11 year old victim back in 1990.
In the witness-tampering case, Ludwig sent a letter to a church in Texas using the victim's return address. Addressed to a pastor, the letter purported to be a confession by the victim that she had wrongfully accused a man of rape. The letter was returned to the woman because the church had moved to a new address, police said.

Man charged in Christmas attack on ex-girlfriend

Police were called to Irwin’s home shortly after midnight Dec. 25, 2007, in response to an assault in progress. Shortly after being dispatched, officers were notified two women were in the police department lobby wanting to report an attempted rape.
The alleged victim told police she and Irwin were hanging out at a friend’s house, and then later at his house, when the assault happened. The woman told police she was able to dial her mother’s phone number on her cell phone during the assault, and her mother, brother and his friend came over to help her and take her to police.
According to the police report, Irwin’s eyes were bloodshot and his breath had a strong odor of alcohol when he was transported to the LCDC. Irwin told the officer he had played beer pong with a friend and had gone home when he believes the alleged victim used a key he had given her to get into the home to talk. According to Irwin, the woman was standing in the doorway for a minute or so when three other people appeared. Irwin told the officer one of the men started beating him and he called the police.
Among the numerous charges that Irwin faces are sexual assault, domestic violence, and 3rd degree assault.
